Built in the mid Second Cycle, Hedera was seen as a grand achievement of the Tributionary Body as the first high security city, built to withstand attacks from Scions and other unworldly horrors. In truth, the city was designed for complete control of its population, with incredibly advanced security as a proof of concept for population control in the major cities.

Hedera was true to its design, and successfully withstood a number of Scion and siege attempts. When the Tributionary Body dissolved however, the city's death came from within as the population starved and fought in the collapse of organised society.

The complexes remained long after their abandonment, and become refuge for all manner of temporary squatters for 200 years. During the Fourth Cycle, a lone preacher in the midst of self-destruction made one tower his home, unwillingly attracting other wanderers in. Exiles, refugee families and all manner of people began to occupy the tower, later known as the Complex, all fleeing some personal trouble.

The relative seclusion of the Complex then attracted the attention of Second Revelation, who lured a pair of Violate Bastards and their cronies to occupy the tower. They began to supply the Bastards with personnel, technology and weapons in their occupation, bringing power back to the ancient tower with the unwilling assistance of an Antiquitst named Norh.

While some viewed the occupation as ultimately beneficial, it became increasingly obvious to many that the Bastards were exploiting the population. This group of angry young men and women rallied around the unwilling preacher, forming his 'Faithful'.

In 2398 4G.c work on the Tor'yne Road Project began to approach the Complex. Attempts by the Foreman to enlist workers were met with raids by the Violate Bastards. With decreasing personnel, funds and support, Foreman Yeor was forced to stall work until the Bastard problem could be dealt with.

Mere days after this bulletin was released, Second Sunrise arrived at the Road Project. With the help of a team of Surveyor Hunter Seekers, they were able to end the Bastard's occupation and liberate the Complex.

With the assistance of the Preacher, the Complex formed a union and declared its independent right as a city-state; retaking the name Hedera, and becoming the first city-state of the Circiern Region.

Abandoning the Road Project, Foreman Yeor, now a Union Representative, leads his team of Surveyors in excavating the remaining towers in hopes of restoring others to working order.

Representative Sinia, an old Mistress of the Merse, friend and one time lover of Eeder, works to build a sense of community and identity for the union in their new permanent home.

One time enemy of the Complex, Representative Norh leads a small team of administrators and security forces, some made from former cronies of the Bastards, in keeping the Complex maintained and guarded from outside threats.
