Rohktar ne' Deios IV
Herald Rohktar ne' Deios IV was a Baron of Voltaine, and head-chair of the Combine Assembly, the central policy makers of Voltaine.
Described as cold and ruthless, Rohktar was a humorless, mocking old man, with pale, almost rose coloured hair, and brown eyes that turned golden in sunlight.
He was a commanding presence even before he became a Herald, and with hardly a word could silence a room. Despite his demeanor, Rohktar did not take pleasure in cruelty and had pity for those less fortunate, especially children. His acts of benevolence include letting Grippsly leave the Eidern's wedding upon learning he was an orphan, and helping establish Haven, a town for the refugees from Kerebrihn.
‘The Old Lion of Voltaine’, Baron Rohktar ne’ Deios the IV rose to prominence in the aftermath of the Maysurian Conflict, influenced by quiet tragedy.
As a result of 'The Widowing', Rohktar's wife Emaveranth like many mothers of the Barony, died in childbirth. Angered at the increasing paranoia and madness afflicting King Voltaine, Rohktar began a collaboration and alliance with the other Barons, sabotaged the war effort, hasting the end of the war.
After King Voltaine II was executed, the monarchy was dissolved, and Rohktar helped establish the Barony Combine, the new government of Voltaine. While Rohktar refused the position of Head Chair, he was elected anyway, becoming Head Chair four times over his career in the Barony. He was incredibly progressive, reestablishing trade with their former enemies and removing laws preventing the commons from fishing, selling and purchasing fish. Soon Voltaine ice carts were travelling all throughout southern and central Enaeth, bringing enormous wealth to the city.
Rohktar stood down as Head Chair, and weeks later the Violate King arrived in Eridinea. Rohktar was one of the few barons who did not wish to capitulate to his demands, but when reports of the Annihilation of Maysuria arrived, he led the faction that passed paying tithe to the King to avoid Maysuria's fate. He was incredibly against the Barony's initiative 'Plentiful Harvest'; a training program for all Baron's children to learn wartime strategy, logistics, and hand to hand combat, but allowed his son to participate anyway.
During the war, Rohktar received a letter from Regina Garaseehn, asking for an alliance. Like Regina, Rohktar encountered indifference in the Barony when he presented the letter. Knowing the King would return once he razed the north, Rohktar bullied, intimidated, and in some case, utterly destroyed Barons to pass an alliance, leading to Voltaine joining TAERA in the war effort. After the conclusion of the Violate War, Rohktar became the Head Chair of the Combine once again, as all his opponents were either terrified of him, or dead.
Assassins then became a regular guest of his household, and it was one particular morning where after surviving six successive assassination attempts, Rohktar ascended. He knew then he would never fear the Barony ever again.
Now a Herald, Rohktar became the first 'untouchable' of the Barony; one who's reputation could never be tarnished. Relatively respected by the commoners, his popularity grew when he collaborated with a landed Baroness, Elimarah ne' Nylone XVIII, to fund a township for the Kerebrihn refugees, some 20 years after their arrival.
Everything he does works towards securing the foundation of his legacy, and the continued success of Voltaine and its people.

Watching children play in Barrowstead, Elimarah, Grippsly and Orin witnessed the game become a grim retelling of Herald Rohktar's assassination at the hands of the Black Ruhk. This 'child's ditty' was later confirmed when Misiv Rhoawn delivered the message of Herald Rohktar's death to Foreman Yeor and Elimarah's mercenaries after the liberation of the Complex at Hedera.
