High Ansuv of Heas
The High Ansuv of Heas is the presumed monarch of Heas; 'City Above and Below the Sea', located at the central point between Enaeth and Arath.
Very little is known about Heas, its people and its leadership, closed off and inaccessible to outsider. Records indicate this city and its Emissaries arriving in Enaeth during the end of the Declension, providing aid to the Enaethern cities before the discovery of the No-Box in Torrens but many believe the city has existed long before that time.
It has long been presumed Heas is a time capsule of great technologies from the First Cycle, but all attempts to verify this, or even the location of the city, have failed. Despite its appearance and record on many maps, voyages out to the point where the city is reveal nothing.
The only record of the city and its leadership come from two sources; the High Ansuv's Emissaries, and the only visitor permitted to leave, deceased Herald Ninsarah the Mistrider.
Emissaries of the High Ansuv infrequently arrive in Noth, giving gifts of powerful technologies and advice to all governments in Enaeth. These Emissaries are all a strange, birdlike race with no name, but owl like features. The advice they communicate comes straight from the High Ansuv, and is known to be strange, sometime impossibly accurate predictions of seemingly random events, down to the last second of them occurring.
In Herald Ninsarah's journey to save the people of Kerebrihn, she followed an old ancestral story to a place where transport to the hidden city existed. It was there she argued with a waiting Emissary to allow these people refuge, and instead walked through the air to Heas, ascending on her arrival.
All refugees were accepted, on the condition none could leave once they accepted asylum. Ninsarah was allowed to leave, but she only spoke in passing of the great city, personally promising the High Ansuv to keep its secrets safe.
Her account confirmed that there is indeed a single ruler of Heas, and she is a Herald. What has long been argued is the validity of this Ansuv's 'predictions' for Enaeth; many believe they can be explained by a series of well-timed coincidences. Some quietly believe that she is more than a prophet interpreting the signs to portent the future, but instead witnesses true precognition of future events.
Most fear what will happen when the emissaries no longer arrive to deliver gifts, but deliver death; with armies and weapons unlike any the world has ever seen.

On Second Sunrise's escort of Herald Elimarah, the party walked by a caravan carrying an Emissary on the road to Barrowstead. The caravan was heading for Torrens.
